Miami business owner sentenced in $74M Medicare fraud

The owner of two Miami health care companies was sentenced to more than seven years in prison Wednesday for participating in a $74 million Medicare fraud scheme.

The owner of two Miami health care companies was sentenced to more than seven years in prison Wednesday for participating in a $74 million Medicare fraud scheme.

Elsa Ruiz, 45, pleaded guilty in July to one count of conspiracy to commit health care fraud, according to federal court documents. Ruiz was sentenced to 80 months in prison and was ordered to pay $45 million in restitution.

Ruiz owned and operated Professional Home Care Solutions Inc. and was an administrator of LTC Professional Consultants Inc, which both advertised themselves as home health care companies for Medicare beneficiaries.

In court, Ruiz said she and others billed the Medicare program for services that were not medically necessary or were not provided, according to court documents.

The companies submitted $74 million in fraudulent claims from 2006 to 2012, and Medicare paid about $45 million on those claims.
